E. C. de Luna Construction Corporation has been involved in road construction for a period spanning more than three decades. Since the company’s inception as a roadbuilder, we have placed emphasis on quality, being the core determinant of good construction.

Over the years, we have not only aimed to provide our clients with end products, but we have also endeavored to achieve excellent and quality projects that will stand beyond the expected infrastructure life. Years of experience in horizontal projects have made us realize that it is not enough to focus our attention solely on completing the project and making profits. We must pay extra attention to the materials, manpower, methods, and equipment that we utilize in a project. We also learned to rely on sound engineering practices and analyses which have enabled us to meet the criteria and specifications of our Clients.

Our history begins in 1989 with the establishment of E.C. De Luna Construction, a sole proprietorship owned by Mr. Eduardo C. de Luna. This fledgling venture was classified as category “C” construction firm by the Philippine Contractors Accreditation Board which allowed us to undertake projects costing not more than Php 3 million. In that same year, the firm was awarded its first contract amounting to Php 100,000.00 in Bulacan.

Through successful close-out of various projects, our revenue experienced tremendous growth leading to acquisition of equipment and other assets including dump trucks, service vehicles, heavy equipment, asphalt batching plant, crushing plant and concrete batching plant. With the completion of Asphalt Overlay of Manila South Project, we have earned the trust of our clients who subsequently awarded various projects to our firm.

In the following year, we achieved another milestone, when, on December 20, 1994, PCAB approved its upgrading to category “B”. And in 1996, after a series of successful construction projects, the company’s commitment to quality construction paid off after EC de Luna Construction was finally given a category AAA license by PCAB - the highest category for contractors during that time.

In 2000, the company was incorporated as E.C. de Luna Construction Corporation (ECDLCC). From a category C firm, the business has endured the challenges of a blooming and wilting economy of the past decades.

Today, ECDLCC stands as a robust construction firm that generates impact by building reliable roads, highways and bridges that link urban and rural communities, bringing joy and comfort to the riding public.

In 2017, PCAB released its Board Resolution No. 079, Guidelines for the Licensing of Category Quadruple A Contractors which permitted companies with Php 1 Billion equity to apply for Quadruple A license – the highest category that allows any firm to undertake government and private projects of any contract cost.

ECDLCC applied for upgrading and was granted a Quad A Platinum license in April 2018. This is a recognition of ECDLCC’s financial capacity, formidable record, and technical expertise in the field of construction.

Road roughness is a very important indicator of road quality. Roads with rough surfaces negatively impact riding quality, increase vehicle operating cost, increase potential for accident and reduce pavement life.

The International Roughness Index (IRI) is a standard that is used by road professionals worldwide to quantify road surface roughness. The Department of Public Works and Highways through DO No. 47 series of 2015, has adopted the IRI as a way to measure the roughness of national primary roads:

“Presently, road roughness is quantified in terms of International Roughness Index (IRI) which was developed by the World Bank in the 1980s. Henceforth, the following values of IRI shall form part of the basis for acceptance of newly constructed concrete and asphalt road projects.”

The DPWH has set the acceptable international roughness index (IRI) value for asphalt and concrete pavements of national primary roads to not more than 3.00 m/km.

Our mission is not only to construct road networks that will last. We must also ensure that we build roads that provide safe and enjoyable riding experience for all end users. One project: the Plaridel Bypass Road Project Phase 1 is an excellent case-in-point.

The Plaridel Bypass Road Project Phase 1 is an infrastructure project with the Philippine government which was completed in 2011. About three years after project completion, the Department of Public Works and Highways performed an IRI survey on February 14, 2014 to measure and analyze the quality of pavement surface of the Plaridel Bypass Road Phase 1 based on IRI parameters.

For this project to pass the inspection, IRI values collected by a calibrated device must not exceed 3.00.

The Pavement Smoothness Report published by the DPWH indicate that the survey of Plaridel Bypass Road Project generated IRI values of between 2.062 to 2.084. These IRI results validate that the pavement surface along Plaridel Bypass Road has remained acceptably smooth even after three years of road use.

The measured average roughness in this project is also one of the lowest among national primary roads, making it a benchmark in high-quality road construction.

But more than the pride in this accomplishment, the IRI survey results of Plaridel Bypass Road serve as a constant reminder for us to consistently build quality roads for the public and for future generations.
